My girlfriend's B-2 tourist visa was approved recently. The process was not without its headaches, along with rude Embassy staff, but I guess that's to be expected.
She traveled to Moscow for her interview, which was not an easy process. She had all of her paperwork in hand, and we made sure she was meticulous in everything she brought. She said the person who interviewed her at the Embassy was rude, only glanced at all of her paperwork, and told her she was required to also have further documentation in the way of DS-157 (supplemental non-immigrant visa application). Fortunately they told her she could e-mail or fax it and would not have to visit Moscow again. GF said that it was her impression the person told her to do this just to screw with her and give her one more hoop to jump through (probably figuring that a certain percentage won't even bother, which saves them paperwork). When she returned home the DS-157 was e-mailed to the Embassy immediately and her visa was sent about two weeks later.
Anyway, evidence that B-2's do get approved. It's too bad I didn't know they were going to pull this DS-157 stunt, I would have had her bring one along all filled out. I would have loved to see the look on the person's face when she handed it right over when told she had to send further documentation.
