Russian Embassy in Kiev

Does anyone know if the Russian Embassy in Kiev would issue a Russian tourist visa to a UK citizen or does it have to be done in the UK?

I do know that the Russian Consulate in Rome requires a copy of the residency permit for Italy when issuing a visa for non Italians.

If you can give a good reason as to why you do not apply for the Tourist visa in the UK they might.

Having forgotten to apply before you went on a trip does not count as good reason.

Thanks for the replies. I found an agency here in Edinburgh who has done me a visa easily enough. Apparently the consulate in Edinburgh are being very particular about handing out visas and a simple invitation wouldn't suffice. Needless to say, I wasn't too enthusiastic about the prospect of trying to go through the embassy in Kiev instead!
