I haven't tried them since the changes.  Easy enough to give them a call.  But I would think it not a problem.

They aren't far from the Russian Consulate in NYC.  They have people who hand carry the paperwork to/from the consulate and their office.  They don't wait in line outside the consulate (we have!), and work with the consulate employees daily.
