Sending a Ukrainian passport to Moscow

My partner needs to send her Ukrainian passport to the Australian Embassy in Moscow, however her local FEDEX agent says there is a Ukrainian law prohibiting the sending of passports to a foreign destination. They won't do it. Has anyone heard of this rule? What would you suggest she do, short of going to the embassy herself?

2. Where is your friend ..in Moscow?
3. Yeah there are a few things that can't be sent from Ukraine.
4. Passports esp must be received in person at the office of issuance

tfcrew this is a normal practise today with Embassies to cut expences. For example the Consulate of Finland in Russia issues Austrian visas and the Austrian consulate issues their visas in another country. Or probably they have representatives there but they certainly economize on expensive rent.

I do not know, I would first try to find out what they advice on their official site.

You can't send a passport by post and this type of agent. Probably she has to go herself.

But in Ukraine, they absolutely insist that their citizens return to their home [OVIR] to obtain/renew the passport.. no 'ifs, ands or buts'.
As far as I am concerned..the usefullness of the Ukrn embassy here is ziltch.
