We have no cobblestones in Florida.  RW who have lived in Florida for a year or so tend to leave high heels in the closet except for special occasions.  The reasons: 

-  form follows function,
-  Florida has a casual lifestyle,
-  good looking AW are wearing casual attire and look great,
-  and RW's husband is wearing shorts and sandals.

My RW visitor of the past three weeks quickly went low heels and sandals.  And she is a former fashion model. 

Not far behind comes reduced use of cosmetics.  The use of skin restoration creams increases, however.
