But what I really hate is bleached blond. It just screams "Cheap!" If a woman has dark eyebrows and bleached hair I usually have to look away.

So, someone like Marlyn Monroe or Gwen Stefani screams cheap to you too? 
Whether a woman looks cheap or classy, I think, depends on the way she dresses, wears her make up and carries herself. There are plenty of famous bleached blond women who look anything but cheap.

There are always exceptions to the rules. And I knew I would ruffle some feathers when I made that statement.

But it goes a little further, as you pointed out. Usually (note I said usually) a woman who bleaches her hair is looking for attention and it won't be the only part of herself where she goes overboard. To my eye too many women with bleached hair overdo their make up, nails and clothes. They remind me of a circus clown.
