  I read some of your earlier correspondence exchange but not all with a lady and it seems she didn't answer many of your questions. She also asked you a question of how many children you want when you already told that if a previous letter. The letters seemed canned and not original and whoever sent them didn't pay attention to what you were writing.

Why did you visit her and why didn't she show up? Maybe she didn't know you exisited?

From what I understand you paid $2000 for 2500 credits to be a "qualified memeber" to get certain privilages at the site. What are those privilages? Can you give everyone a quick summary of what happened and what you felt went wrong since many of us don't have the time to read your entire case? Your name, phone number, email and postal address are listed at the BBB. You're new to the forum but I would say it's safe to say you are a real person with a bad experience, not a competing agency trying to trash another agency.

Not defending, nor offending anyone, but it seems the BBB and DOA deemed HRB's response satisfactory?

The status of your complaint shows AJR.. I looked up this term and the closest match was:

I was a bit puzzled by your original complaint stating that you had paid HRB 2 grand some 3 years before.. Why wait so long?  If I understand correctly, two better business agencies ruled the same - what's up with that?  Hard to digest BBB not know what they are doing..

Before you make a comment and ask a question you should read everything that was submitted to the BBB then you'd understand the case was closed UNRESOLVED and you'd also know the HRB/RLM was domiciled in St. Kitts, so the BBB and the State of Florida couldn't do anything until they moved their offices to Florida.

From the BBB:

11/17/2009    BBB Judged Case AJR    
11/15/2009    Consumer rejects business' final offer  (The consumer indicated he/she DID NOT accept the response from the business.) No, I do NOT accept the Business's response.

Jeff admits in his complaint that he attempted to change the deal after the fact. (That was very clever.) The icing on the cake was citing the hearsay of an anonymous Internet scam site owner as evidence. I first read Jeff's complaint while in HRB's Florida offices and commented to my hosts that it struck me as being without merit.

What was specifically changed in the complaint?

The fact is HRB/RLM did NOT answers the questions raised in the complaint because they could not do so without committing fraud.  HRB/RLM provided NO evidence backing up their claims whereas Jeff C. submitted email correspondence that he had with HRB/RLM as other factual documents supporting his complaint. 

If this case was without merit as you say, then why did HRB/RLM fail to respond to it and why was the case closed without being resolved?

Here's how the scam HRB/RLM is running works and its all perfectly legal according to the attorneys I talked too, its very clever. 

According to the Terms & Conditions you've got to buy 2500 credits to become a qualified member and once you've become a qualified member then HRB/RLM will give you the contact information of the AGENCY of the girl you've been writing too, NOT the girl's contact info.  So, then you've got to pay the agency even more money to get her info.  By signing the Terms & Conditions you agree that you've received value for payment even though you don't get anything of value (see below) because of this you have no recourse.

All I got from HRB/RLM was the agency's email address, not their physical address and all the agencies wanted me to send them money, but when I told them I was traveling to Ukraine and would visit their office most of them I never heard from again.  The one agency that did, told me the girl who I was corresponding with in Odessa belonged to an agency in Poltava which happens to be a very long distance away from Odessa.  This goes against HRB/RLM policy that states on their web site that women do NOT travel far because of the high cost relative to their income.  When I asked HRB/RLM about this they said the girl did not feel safe meeting me in Odessa because of what I said in my emails to her and wanted to meet me in Poltava.  This is another lie as I saved all copies of the emails the last of which we both agreed we'd meet in Odessa which according to her emails she was very excited about.

When I complained to HRB/RLM about the agencies NOT giving me their physical addresses and the Odessa/Poltava - girl/agency they dragged their feet, told me every excuse possible and used the techniques of white collar criminals see this for what I mean http://whitecollarfraud.blogspot.com/2006/12/art-of-spinning-how-to-identify.html

This is when I finally realized it was a total scam and asked for a complete refund to which I was not only denied, but was told that the agencies would NOT do business with me.  (When HRB/RLM moved their offices from St. Kitts to Florida is when I filed my case with BBB which is the reason for the time lapse http://westflorida.app.bbb.org/complaint/view/67148277/c/zefl9m)

I suggest everyone read this case detail and then everyone will know that HRB/RLM is a complete scam.  I caught them lying numerous times and they could NOT provide any evidence supporting their outrageous claims, like the one about the girl from Odessa that I was told that I had to meet in Poltava.

HRB/RLM failed to respond to my questions, so the case was left UNRESOLVED.   

I'm currently in Ukraine, this is my 12th trip here over in the past 5 years and can tell you that EVERY agency that is an affiliate of HRB/RLM is also a scam.  If you don't believe me get on a plane and come over here and ask any girl who does NOT belong to an agency and they'll tell you agencies pay girls to talk to men and its nothing more than a job!

You are on youtr 12th trip to Ukraine. Does that mean that after HRB you are still looking for a partner ? Did you encounter any other agencies you feel are not trustworthy ?

Guilty? How do you deduce both parties are guilty shadow when only one party collected fees and failed to provide stated services?

I read their reply and found that they did provide services, and withheld the money for which they rendered services, while refunding the rest.
The client was not satisfied with the service, and that is his right. The client not being satisfied does however not exclude the service from being rendered.
No it is not a dog. Its really how I look.  ;)

Maybe I missed something? He paid the required amount to be a "qualified" member and receive the woman's contact information to which they responded they only give "her agency's" contact information (after the fact). Kind of like changing the rules after the game started. Then they only supply an email address which his emails went ignored from the agency and now HRB wishes to claim no fallibility. They took his money and did not provide the services they promised. This wouldn't make him guilty IMO, of anything except having high hopes HRB is trustworthy.

Anyone can file a complaint, filing one does not make it valid. It just makes it filed. If there is any truth to percolator's story and it does dovetail with some other complaint's on HRB, he would be a victim IMO

Also to add, that's a slippery slope TomT. It would make Jeff C. a good example of what happens to the misinformed or the uninformed when they sign up on HRB

I've been a member of HRB for several years. Here's what I know:  HRB contracts with various agencies in Eastern Europe (mostly Ukraine) and Central and South America (mostly Columbia). Some of these agencies do pay girls to email and chat with men to drum up revenues. But not all do. Nor do I believe it is a majority of agencies. While I cannot name the bad agencies (or the good ones for that matter), I have learned not to reply to any girl from Zaporozhye, Sevastopol, Simferopol, or Nikolaev. Although I do enjoy the sexy photos and creative text emailed to me from Zaporozhye girls (I usually get the in groups of 5 or more at the same time about once a week...  LOL).

Is RTI, the owners of HRB, deliberately out to scam men?  I don't think so. But some of the foreign agencies they contract with certainly are.  

But there are many sincere women there looking for a husband.

As mentioned on another thread, the best way to look at HRB is like the hertz of the dating business.

You ring their indian call centre and ask for a 5"7 brunette with auto transmission and Emotional Stablity program.

You arrive at the check in desk to get either:

1: what you asked for, albeit a bit dirtier/lower spec than the website photo led you to believe
2: a set of keys to a empty parking space
3: a SUV with a broken tailight and expired tags
4: A free upgrade to a convertible
5: driven to the underpass, robbed and left for dead.

The reality is that HRB/AWEB are only as good as the local affilliates, some of them are fantastic and some are charlatans. What i can tell you is that the reality of you getting genuine or faked mail depends entirely on how much the girl likes you, what generally happens (straight from the girls experience), they log into their web account, do exactly what we do which is skim through the photos and headlines, choose 2-3 guys they like and write to them. the rest usually they leave to the agency minions to write form letters too as the agency knows full well 98% of these letter writers aren't ever going to show up, and if they do there is so many excuses to be pulled out of the bag/diversionary tactics it doesn't matter.

To be fair to the girls, if she is pretty she will get 400+ mails a month from a gang of internet dating desperados with social problems, so expecting a 19 year old leggy swimsuit model to be excited about the prospect of grame, 147 years old from the shetland islands is so laughable as to be delusional (check out uadreams homepage for graemes amazing video).

Girls want what girls want, you need to be one (or more of)

Thanks for the welcome.  To answer your question, I have not yet made a trip over there yet.  But I hope to make a trip next year. 

I've been communicate with my girl for about 3or 4 years.  But most of that time we were just friends (I always seemed to be involved with some other girl when she was around).  Then after about a 6 to 8 month absence, we reconnected on HRB about 4 months ago.  It was about this time we started exploring more serious relations. For the last couple of months we've been communicating directly with each other through personal email (her idea, I didn't even have to ask).  So now I only log in to HRB to empty my mail box (delete, delete, look at attached sexy photo then delete, delete.....lol). 

She is the reason I found this forum.  On a lark, I googled her name and found a thread here from another member who was persuing her a while ago.  I won't mention his name or hers, for privacy reasons.
