I don't know about "cheap" translators. Personally, I'd suggest a professional one--translation will normally be a fraction of the cost of the trip if you use their services wisely.

One I am familiar with and have spoken to on the telephone is at handy@handy.com.ua. His name is Andrew, and he seems quite fluent--and if you can speak fluently on the telephone, in-person it would be even better. I have no idea what he charges, however--that you'd have to take up with him.

Cheap never works. I have used this man several times and he is great. Not only will he help you with translations while you are there, but can also offer advice on the "underlying" conversations.He is also an excellent guide and a source of much information. I can put you in touch with one that is excellent.  I have used her a number of times in my searching days and have hooked up a few other guys with her who agreed with my opinion.   The last I heard her rates were around $ 8.00 - $ 10.00 an hour.

Agree.

But sometimes a person does not have enough money, maybe he has been robbed or hasn't saved a lot on his low pay job.
If the person is nice, I can afford to help him out for just "a lunch" or a "beer" or for free.

DbNeely, that was nice to refer to me : )

What you really might need is:
A real interpreter, driver, and fixer (I liked that word) for all problems and issues in Ukrainian cities,
speaking and understanding about 20-25 different accents. I studied in Richmond VA, so if you can understand Southern, you can understand Texas, Ireland, and India :)
 
I work from Kiev, but willing to travel to any city where I have plenty of local contacts, and easily making new ones.

Now Let me tell you one story...
It all started when I help one ozzi guy named Errol for free...

He run to an ugly-heart, though nice appearance, arrogant scam girl from Zaporojie.
He called his apartment agent, who did speak English. They are my buddies. But they could not understand what the guy said because of his heavy Ozzi accent. So, My apartment partner called me and said: - Andrew, if you won't understand this guy - noone else will, go and fix his problem, I will remunerate you will one night luxury apartment stay with your wife.
($250-300 in value).

I said ok. So I went.
This guy had already spent a fortune on her paying all the taxies, hotels, dinners in restaurant, presents, interpreter hours, presents, rings, shoes, tickets, etc. It took him about 5 days that this girl is just a life sucking leach, and all of a sudden he realized that when he had no money left to entertain her.

I have this gift of discerning a scam from far away. And I saw it too. He said, I don't care how, but get rid of her.
I know few magic words and telephone numbers scams hate, this girl was gone within 2,5 minutes. I was cold and raining outside.

Then we spoke with the guy... So, naive but very nice gentleman we made friends with 7 years ago and until now.
His hobby is to run into scamer and hand feed her Franklin bills :) Until Handy shows up or until he has nothing to give.
I don't understand how people from Australia (most that I meet) can be so naive.

Last interesting scheme he trapped himself into was another smart girl:
short version of a story goes like this -
"come over, pay for my mom's house mortgage 13,000 out 100,000.
She already paid 87,000 and died. Now the bank want money back or her house. I lost job, bank wants to take over my house, I will marry you if you do that and will move in with you anywhere you say,
no - how come - you don't love me?

Just before guy wanted to hand over the money, I said don't do it. It's a scheme. It's a fraud. Let's go to the bank and talk, let's google her name.... There was no bank, there was no mortgage, there was 149 reports on the girl on that scheme.
She did succeed with maybe 10 guys, And Errol had to be #11.

He was so glad he did waste his broken heart and multiple hotel and airplane fares, because he nancelled his trip to Kazan. He he just sent me 10% of that.
$1,300 earned in one advice and investigation on a girl. Plus few phone calls to Russia.

On the same guy, another day, 100,000 saved, 10K earned, but that is totally different another long story not involving dating or scams, but business and global warming.

If you want to save your money - hire me as a tour guide, interpreter, driver, adviser, and so on.

I think Pavel might be great for Americans who like paying too much...  but as the OP asked for a cheap (or I assume a cost effective option) he would not be served well by someone who overcharges (and rips off) at every chance...

Pavel would work well for big spending Americans who feel good about splashing money around on nothing, but his promises of getting you the best prices and protecting you from dishonest cab drivers is just a part of spinning the web.

What I do is walk around with my Blue passport in one hand and
a roll of dollars in the other.

As Viking as mentioned above, I also would strongly recommend Val.

Kuna, Jack, and several clients were unhappy with Pavel.  At one time Pavel was one of my main interpreters/helpers in Kiev.  Then when money got tight with him I started hearing from many of our clients who were using him and who were very unhappy as to some of the tactics he was using. After giving Pavel one warning, had to fire him for behavior that was getting close to what I consider "scam" when these actions continued.
