Russia to block international marriages

In reaction to the dwindling population Russia has started a path to disallow citizens to leave the country seeking marriage abroad. In an item on the Russian 1st channel (1tvru.com), rpime-minister Vladimir Putin told that they are working closely with the American Embassy and EU to deny any visa which indicates is to seek a foreign partner.
Also as of today any person applying for visa to visit a woman will be denied by the Russian authorities.
In the near future ZAGS will be instructed to marry only Russian nationals, and deny the right of a Russian to marry a foreigner that does not have a residence permit.
Putin was quoted saying "Medvedev's initiatives did not do the job, so we need stricter measures".

Also, I heard that for a RW already married to foreigners, her first born child must be returned to  Russia.  Otherwise, she will lose her Russian passport and her parents' property will be seized by the government at their death.
