Your going to find scammers in almost any of the sites you encounter. The best advice is to use the free membership sites or the pay by the month sites where you can communicate directly with the lady. Always avoid using the pay-per-letter or pay-per-credit sites as there is a huge chance of agency fraud in them.
 
Mamba.ru is a free site that I have used and Ukrainedate was a monthly pay site where I have found my current girlfriend and soon to be wife. Just understand that there will be scammers everywhere. You must use your common sense and weed out the bad ones which shouldn't be too hard. Good luck!!!!
