I have warned in the past there there has been an underflow of PM traffic which was giving advice out of sight to new arrivals. Apart from that this leaves bad advice unchallenged, it also allows for 'friendly' warnings against posting in open board due to the risk of being ridiculed and/or attacked. This has led to many people not contributing openly, and probably ending up in more trouble as they could have.

I don't fully understand what you are saying here. Are you saying folks were sending PMs on advice rather than post on the board? As far as the risk of being ridiculed, the newbies are advised not to post in open as they may get some disagreements?
