I doubt that is true, because if it were, there is no way Putin would have been able to join the KGB.
After the fall of communism, the biggest mistake Boris Yeltsin's regime made was not to disband the KGB altogether. Instead it changed its name to the FSB and, to many observers, morphed into a gangster organisation, eventually headed by master criminal Vladimir Putin. - Gerard Batten

Enough to doubt this story.

It does explain his teenage desire to join the most organized crime syndicate in the history of man

A lot.  I was also followed, and questioned, by them.  The better half has far more experience, right up to the failed coup.

There is no way the Soviets would not know who fought with Vlasov, and nobody who did would be viewed as working class, a prerequisite to the Soviet nomenklatura.

We really don't know much about this man or his background.  His inferiority complex would explain his attachment to the KGB when the bloom was off the rose.  Further it would explain his first foreign posting

For a Sovok, there was no bloom off the rose.  They assumed the system would last forever.  Many lamented the loss of their lifestyles.
