What is a good PREPAID DEBIT CARD  to send your fiancee/girlfriend in Ukraine? so she can use it to withdraw cash at the atm machines

PayPal debit card used to be the best.

At the airports they sell prepaid cards.  These cards can be used in any country.  I have purchased them here in the US and at Heathrow.  They can be refilled.
