Would not surprise me if Vlad was trying to deflect attention from the recent protests and other issues plaguing him. Smells just like something he would do.

A photo of the suspect has been released. Muslim. Likely from the Caucusus.

I don't think the government did this. It goes against their image of keeping the population safe.

1/ IF the govt. had  any part of this and the people found out .. I SERIOUSLY doubt it

3/  My feeling is that the likes of Putin have brought such attacks on the population by siding with Assad in Syria and past actions... in insisting Chechnya should 'join' the RF when the Soviet Union broke up. The action in Syria was sold on 'protecting' ...
