There is a pattern ...when VVP.'s franchise operation is facing negatively..he deflects public opinion..

Well hes been arresting a lot of Americans. 

There's also turmoil in Algeria.  Algerians want their 82 president of 20 years to step down. 

When there are protests in other countries for dictators to step down, Putin gets nervous. 

It reminds him of his time in Germany when the wall came down and the Russian embassy was stormed and he had to bluff his way out of it.  It marked him psychologically.
