DCF in Kiev - Request for Help

Gentlemen,

I'd like to ask for help on finding the best, current information regarding doing a DCF in Kiev.  Is it out there in some comprehensive write-up, or is the information only in scattered bits and pieces. 

I found Dan's January 2005 discussion on the topic, but it was regarding his experience in 2003.  Possibly a little outdated, I would imagine.  I am also reading everything on the web site for the US Embassy in Kiev. 

Is there any detailed, orderly presentation of the process available?   I am especially curious as to the processing times that are being experienced currently (how long from wedding in Ukraine to arrival in the US). 

It seems that DCF is a bit faster than submitting the paperwork in the states.  True? 

Any thoughts?

We got married in Kiev on February 19th and my wife received her visa in the middle of May.  We could have gotten this done much quicker.  It was our choice to wait until May for her interview.  She could have interviewed as early as the end of March.  At the time of our application we were told that the process typically takes 60 to 90 days from the time of application until a visa is received.

On a side note, my wife received her permanent resident card on Friday.  This was exactly one month after entering the US. We had been told by the local INS office it would take 90 days.  She applied for a Social Security Card as part of the Visa application.  She was told she would receive this in 2 to 3 weeks.  It still has not arrived.

Stamped on the immigrant visa is "this visa serves as a temporary I-551 (green card) good for one year".  The local department of motor vehicles initially refused to issue her a driver's license based on this. They stated this was not adequate proof that she was a permanent resident. A telephone call by me to the head office in Cheyenne quickly cleared this up.

Hmmmm... Dan don'tlike link to other forum but in these case, i think that RWD have not yet something in the FAQ about DCF... so, for the paperwork, i recommend the visajourney site...
