To answer your question about it being possible to have a connection in Mari-El when being in Uralsk the answer is yes. Unlike in Europe there is a real war in Russia with providers. Some being a lot cheaper than others.
The IP in e-mail is the IP from the server the home connection is connecting to. If Volgatelecom has their main center in Mari-El (Yoshkar-Ola) and sells connections in Uralsk then this might happen.

On the other hand, in Uralsk it would be more likely that Siberia telecom is the provider.

I think she is a scammer.  95% certain.

Don't send her any money.  Talk to her on the phone--keep trying.  And by all means, cast your net again. You'll find other girls without these erroneous "conditions." 

Don't forget your experience in Moscow when you went to see one girl and the two of you did not "click."  The truth is, you need to meet 10 girls to find the connection you seek.  Sure, it could happen sooner.  But I recommend you write a dozen girls in one city and then to to that city and meet them. That way, you'll increase your chances of finding the right girl for you.

Sound advice, don't waste your youth, you will grow to regret it.
