I am dealing with the Moscow embassy and you are dealing with Kiev so there may be some differences but I think on what you are asking they are the same. 

She must hand carry her medical exam and her police report when she goes for her interview.   The exam will be given to her in a sealed envelope.  She must be certain not to open it or it is nul and void and will have to be redone.   They will let her know if there is a problem but the embassy wants to make sure the report is complete and unaltered. 

The embassy website will tell you about the DHL prepaid label.   Basically she takes that with her to the interview also and they will use it to mail her the approved K-1 visa.   That is how Moscow does it and I think Kiev is the same.  You will know in plenty of time.

She does not have to pay for shipment of the packet 3.  You paid for that with you $ 165.00.    She will have to pay a fee of $ 100.00 at the time of the interview. 

The good news for you is that I think Kiev is processing things faster than Moscow so you may gain the time you lost with the attorney.   Moscow is running about 3 months and Kiev seems to be about 2.   Good luck with everything.   Waiting is a real pain isn't it?
