Why to push good candidates so quickly, let's try at least to give him a chance. 2 weeks is too small period in order to make  definitive conclusions.

So what should we guarantee for him???  ;D (don't mind this is a joke  :D :D)

One more possibility, he just doesn't wanna spend money on a hotel or apartment. People here in Europe, especially Belgium and France, are super calculating. God forbid if they spend extra 3 euro, they will be pissed off for days, let alone entire vacations stay in a hotel :P Of course there are exceptions, and many people who aren't like that, but the majority are very stingy, even to spend on themselves. They just do not like parting with their money. My husband used to be like that, he would get all pissed off and wounded if i'd order a second drink in a restaurant, and he would ruin entire evening being angry if i spent 5 euro on something he didn't think was necessery. Heck, he even critisized that i "use too much toilet paper". But after a year he calmed down and doesn't care anymore about it. But he is young and changeable. Older guys are too stuck in their ways to change. I suspect older cheapos will stay cheapos forever :P

By the way, before you marry anyone from anywhere, be damn sure to check their country's marital laws (find russians in that country forums - every country has them, and ask there too). For example here in Belgium, when 2 people marry, they agree by default to share not only property, but also debts. Forums are full of horror stories how belgian men marry unsuspecting foreigners, and then poor woman has to pay half of his debts. You need to have a contract specifying these things around here, otherwise you may end up in a very very bad spot.

Is he really a good candidate, though? 
I agree with the comment about him seeming to want a guarantee, and being on the pushy/entitled side of things. 
Yes, it could be due to miscommunications, him reading too many negative stories online, or it could simply be the way he acts.  The girl is entirely right to say he can not be staying with her.  Maybe a little bit of time spent on explaining why might turn things around, but after a few weeks of such emails, I would say the two certainly don't know each other yet, let alone should be talking of sleeping arrangements.  He may also be in a fantasy of sorts still, thinking women are there for him but to 'choose one,' instead of really seeing them as equals, or of course, could just be looking for a 'fun vacation.' 
Spend some more time trying to get both of them understanding the other, and see if the understanding improves.  If it does, an apartment is an easy enough solution, preferably with more than one bed, with no commitment of staying there by the girl, but that option does exist if things go well, including sleeping in separate rooms/beds.  If he is still unwilling to see the girl's side on a first meeting, it seems unlikely that would get better over time.
