I am unsure on Russia,
however in Ukraine the 32 days can be waived if the intended has a good reasion to apply for it to be waived.
one such reasonable reason

would be if the intended spouse was from another country and the scenario was a legitimate hardship to be in country that long.
I do not know the specifics of how to waive it in Russia,
or if it can be done.
but my best guess is that it is incredibly similar to Ukraine,
where i did have this waved in the past.
It was a simple form, and process.Also the process was greatly hastened with a small bribe.Thats just how things
are. It is the FSU, and this should not be a big issue to overcome.
