Getting Married in Russia - ZAGS - US Embassy - ETC

So, I've just returned from my trip in Moscow. I'm engaged, and my trip was only 7 days. I didn't have time to go through the marriage process in Moscow during that time. From what I've read so far, I should be present in Russia in order to register my marriage certificate affidavit and have it notarized to submit to ZAGS with a copy of my translated passport.


Moreover, I have to be present to submit the application at ZAGS, and serve a waiting period of 32 days.


Is this all correct?


What can I do if my fiancee is a Russian citizen? Can she do this in person for me? Or, can I have some documents notarized here in the US? I cannot return to Russia until December (if I get my visa approved).

I am unsure on Russia,
however in Ukraine the 32 days can be waived if the intended has a good reasion to apply for it to be waived.
one such reasonable reason :) ,
 would be if the intended spouse was from another country and the scenario was a legitimate hardship to be in country that long.
 
I do not know the specifics of how to waive it in Russia,
 or if it can be done.
 
but my best guess is that it is incredibly similar to Ukraine,
where i did have this waved in the past.
It was a simple form, and process.Also the process was greatly hastened with a small bribe.Thats just how things are.
It is the FSU, and this should not be a big issue to overcome.
