the majority of the native Indian tribes do NOT speak Portuguese.  I don't know what proportion of the total population they comprise.
Very small, they number 817,000 according to the Instituto Brasileiro de Geografia e Estatística census of 2010, i.e. 0.4% of Brazil's total population.

I am from Belarus and I am a teacher of English by my diploma coming in 2014. So I can say that from last year every Belarusian, who graduates from high school, must pass a foreign language exam. The exam is communication-based, not just a paper to write. Of course, there are people who study German, French or Chinese (we have such choice), but most of them do study English. So I think in some years the percent of people speaking English at some basic level should rise.

I have watched many Russian films on TV or the internet while in Russia
or elsewhere.


During my last two trips to Russia I went to the cinema. I watched
Oblivion with Tom Cruise, it was in Russian it was ok, but I frequently
didn't understand what was happening. 


Next trip I watched Gravity in 3D with the glasses. I was spellbound, the
Space helmets blocked some of the possible not sequenced words but I
was able to follow the most of fear, excitement and tragedy. I would think
that reading subtitles would distract from the emotion of watching the
actors while they create their art.   


I would have rather watched the movie in Russian without English subtitles
(which they didn't have) because of the raw emotion that Sandra Bullock
displayed on her face that I might have missed.


If she doesn't get an academy award then life is officially unfair.
