I cant find a contact email address.  But I can't work the internet either.

If you talk about ukrainian ministry of interior, your wife has to go in person... they don't answer to email. (at least they did not it last year)

If you are seeking information on moving to Ukraine, you'd find better information from the Embassy, or if available, the consulate office.
