This is the dance that Belarussia does to get some money out of Moscow. Lukashenko knows how to make just enough noise to get something without having Moscow smack him down. Kazakhstan must figure that they can get something also by piping up with Minsk.
Nothing much will come of this.

Russia is afraid of losing the power game in its traditional sphere of influence. However Kazakhstan and Belarus have traditionally remained close to Moscow. Now that Ukraine has a new President who has promised to strengthen ties with Russia, Moscow is feeling a little better.
