The desire  for sex may be the same around the world, but the social barriers to it outside of marriage differ around the world; hence there are many more unfulfilled desires in some cultures than in others.

After all, everyone's perception of reality is reflective of their respective experiences.
 
Acceptability however is wholly subjective. Sure, in certain regions they're far more pronounced, either vocalized or otherwise. However, as I always caution, there are far more unseen roaches than those you can see for counting.
