Where does this come from?  Assuming that she really exists, she was 17, not 7, and there are plenty of married people that age in Ukraine (and even in the USA).

No, there are not "plenty" of 17 year olds in Ukraine who are married.  Males have always had to be 18 to marry, and the law has recently been changed, or is about to be changed (can't recall offhand) so that females cannot marry until age 18.

I was under the impression, from what you or mies (?) had posted (a copy of the actual statute) a while ago in relation to BillyB, that those between 16 and 18 could marry with parental and/or judicial consent depending on the circumstances (as they can here and in many other countries).
 
While I agree that on a percentage basis the number of married 17 year olds would be tiny, in actual numbers it would still be significant.  I personally know two UW who were married at 17 (neither marriage lasted very long, and one was divorced twice before she was 20!).

This law, together with the age of consent (which was raised), was changed, according to the Ukrainian minister who announced it, because of sleazy Western men coming to Ukraine to seduce underage girls.  The laws now are in accordance with most in the EU.

The average age of first marriage is increasing for Ukrainian brides.  I think those under 18 would be minimal.
