I read this story a few weeks ago. Apparently, it is the real deal. At the time I read it however, it hadn't come to fruition but, supposedly the plans were in the works. Truth is stranger than fiction

It will not take long to solve the Pirate problem this way!!
Beats the hell out of taking Pirates to court!!
The approximate presence of combined western navies has not solved this problem.
