Jason, they do have the alert system. Speaking of warning trhough Tv or radio- they lost electric 3 hours BEFORE it started. Before it even started raining !
The level of water you see in my pics is in Niznhebakanskaya- the village that got it hours before and that is higher than Krymsk.

Here is the picture of the place anybody could come and eat any time.
The food was very good! Nobody asked the questions about who we were or something like this- they just gave us food (fresh and delicious!).
