Olly, I think the "key" is communication......as in, is she able to communicate!  I dated a girl from Samara years ago and her written and spoken English was terrible, but we communicated very well. 
I always carried a note pad and pen with me, and she always had a dictionary.  When she did mot understand what I asked or wanted to share with her, I would write it on the paper and give it to her.  She would look up the words she did not understand, and write the answer back to me.  Slow, but effective....so our communication was never a problem. 
 
One time we were driving through the mountains in Cyprus on the way to Nicosea, and I said, then wrote, that she looked so pretty that I would like to make love to her in a forest.  30 seconds later she laughed, then she found us a place to pull off the road.
 
Now that is communication!

But could it not have been just as likely that she thought you wanted a secluded spot to take a pee?

Olly, anyway, I think the question was not about sexual exploits, but communication.
 
I only wanted to say that even a girl with English skills of "one" on a scale of one to five can absolutely succeed.  This girl understood basic sentence structure, and prepositions, many nouns and a few verbs. 
 
At first, she would pay someone to translate her letters.  Later, she would write herself, and while not "correct or perfect".....I absolutely understood everything she would convey. 
 
So, just like the French..........not necessary to be perfect, only that you try, and for both boy and girl.........be understood!

I, for one, find the latter - with its English listening practices - very useful.  By listening to "ordinary" people speak, your friend will learn what words sound like when pronounced by native English speakers with different accents. After all, the English accent related communication problem has been encountered by many students because of their being tuned into the specific "sound" only – RP accent of their English teacher

Olly, I think what is important is that she is willing to try.  Afterall, the idea is "to communicate" and to be understood.  Perfection never enters the picture!  I hope you understand my thoughts.

it can be done.  my dhrw and i made it work.  although i'd never claim -- just because it worked out so well for us -- that our way is the only or best way.

Olly.......I will finish my stoty.  We had our rapturous moment on the side of the road....
There seemed to be a small garage 100 meters from where I pulled the car from the road, which looked like a road maintenance depot.  3 minutes later, 2 Greek soldiers with AK47's pointed at my car were ordering me off the road to the left, so I put on my indicator and pulled off the road.  There were 12 more very angry, AK47 armed Greek soldiers waiting there.  A Greek major ordered me out of the car and demanded my camera claiming I had taken photos of a military base.  My Russian squeeze was absolutely horrified....saying "shto...shto"....I wanted to be funny and said "Sovietsky"..and she was more horrified.  I told the major I would comply with anything he needed me to do....but to be very polite to my horrified Ruskaya.  I asked that he find one of his men who spoke Russian (many do speak Russian) and calm her down, bring her some water, and tell her everything will be OK...and he did this.  The local police were called and arrived minutes later, because I had committed my "crime" on civillian territory, and we were ordered to follow the police chief to their office, which we did.  I said to the police chief that there was a beautiful mountain view, placed my camera on the roof of the car, with the 10 second timer, and took 2 photos, and showed these to him.  I said there were absolutely no road signs saying "no photos in this area".  He said the military were "on edge" but I must delete these 2 photos, and I did this in front of him.  He said to not take any more photos until we got to Nicosea, and I promised this.  All of this foolishness took 1.5 hours, and we were on our way again. 
 
I was OK with this because I felt I had done nothing wrong.  My girlfriend was absolutely horrified....police, army and guns, and 14 of them, and not very happy we were there.  I needed to write on the paper that these were stupid soldiers.  She wrote back that if I lived in Russia 10 years back....I would not think this was so funny.  I absolutely understood. 
 
And, we had a very nice weekend in Nikosea!

As you can tell from the responses for some men it's a big issue and for others it's not. Keep in mind that since she hasn't even started with this venture and has plenty of time to improve her English skills. If she posted a profile tomorrow and was very lucky someone might be visiting in 3-6 months and likely more. If she meets Mr. Right right off it's going to be another 6 mo to a year until visa papers are filed and another 6 months until she gets on a plane. So best case it's 2 years before Mrs Right hits the ground in her beloved's country (for me personally it was 3 1/2 yrs between my first trip to the Mrs landing in the US). That's 2 years of learning so, if she works at it there would be no reason for her to land in an English speaking country without reasonable language skills. My wife began much like your friend, took it in school but forgot much of it. After we met she took twice weekly lessons before leaving along with regular conversations between us. It was a little more than a year between the time we met and she got here. By the time she got here I wouldn't say she was fluent but definetly conversant.
