You were using the wrong sites. Use only free dating web sites. Not all girls speak English there though and not all are willing to date a foreigner, it is not easy to find the right ones but the ratio of scammers is extremely low, especially compared to the agencies you used who are using dishonest practices themselves, let alone the women there who are mainly professional daters.
