Belarus seems to be actively courting high tech investment. Tax rate is low at 9% and they play up their closeness to Europe.

Russia has many initiatives, perhaps the best known one is Skolkovo, intended to be a sort of "Russian Silicon Valley":

For those wanting to combine business with pleasure or even be able to temporarily expat to those locations (again, combining business with the pleasure of a more relaxed FSUW hunt), one of these might be ideal.

You can now get Russian visas that are good for several years.  Can you get a visa for Belarus that is longer than the 30-day tourist visa?

There are certain cases, one of them is, if you attend a university course, such as e.g. a summer course in Russian language.  In that case the fees you pay the university also result in them arranging your visa for you.  So if you took a 3 month course, you could be in BY for 3 months.

The Tech Park also has certain benefits, including lower taxes, but it is not clear under what circumstances they help non-BY nationals get into the country.
