Can you visit or work in the US, while applying for a K-1 VISA?

Long Answer. No. Short answer to follow.

Ok. Here is the short answer. First, the fact that you have not even visited her tells me that you are still a long way from even starting this process. Secondly, the purpose of the K1 is to immigrate to the U.S.
So why would immigration grant a tourist visa to someone they know wants to stay here? What would prevent this person from overstaying the visa? ( and therefore screwing up the K1 process in the interim)The issue is one of intent. After the K1 is filed the intent is clear. It MAY be possible, but othes can chime in on this. Visiting before you file is ok, assuming the lady can even get a visa to visit. As far as working? You need at least a green card and a social security number to legally work here. Neither is available for some one wanting to just visit.

I don't think you can have two valid visas for the same country in the same passport at the same time.

If someone is a citizen of a country where you don't need a visa to enter USA, then you could be here, but you would have to go back to the US Embassy for the visa process.
