How do u send a sms to a life sim card(Ukraine)?

There was a page on life' internet site for doing that 2-3 years ago but now cant find it

Why would it be any different from sending an SMS to a phone using a SIM card from another carrier?

He wants to send from a website, not from a mobile phone.  There are many reasons for wanting to do this.
First, the cost is (used to be) free from the website.
Second, the sending and receiving is more certain to occur.
