Calling a cell phone from within Moscow

I’ve gotten some conflicting info on this.  When calling a mobile from a stationary hotel phone in Moscow must I begin with +7 followed by city code and then the final 7 digits? As in +7 905 xxx xx xx ?   Is calling a stationary from stationary different?

You can start with 8 instead of +7, and then other 10 digits for mobile.
