Lugansk question

A girl I recently began a correspondence with told me that she can no longer visit Kyiv since the 2014 debacle. Is this absolute and forever? No way around it? If I were to visit would I need a Russian visa? Just like to learn a little more about this situation before I very far along with this girl. Thank you.

You might be best served to look elsewhere. NO reason to even consider going into a war zone.

Why?
Travels between East Ukraine, terrorist held territory and Ukraine held, is not a problem for residents. Well legally that is, even if a bordercrossing takes hours and hours to get through.
A little more paperwork and it took longer time since I was a forigner, but not really a problem, when I went to visit Donetsk. And you dont need a Russian Visa, its not Russia (officially) your going to in that case.. but I would stay away right now personally. 
I dont think she is really honest with you :)

A year ago I had a correspondence with a girl from Lugansk.   She said that it is too dangerous for me to visit there, and would need to meet me in Kiev by a taxi - not other transport.  She also said that she would need $300 each way.   When I told her that I would book the taxi for her  (testing her if she is a potential scammer), she declined.  She wanted me to send her money so that she booked it herself .    Don't need Einstein to figure it out that she is a scammer....... SO BE CAREFUL !!

I think you are barking up the wrong tree. I would recommend that you stop writing her
and write only to girls that live in normal areas.
