I lived in Kazan for about 6 mos. do you speak any Russian? do you have a certain lady you're visiting? how long are you staying?
i ask these questions because if you can speak Russian or have a lady there, you can find an apt when you get there, or have your lady arrange things for you.
the last time i was there I stayed at one of the hotels for a few days then moved into a pretty decent apt fairly close to the center for $300 per mo. when I lived there for 4 mo. I rented a nice place a little way from the center in the Saharava district (about a 40 min bus ride from the center because of all the stops it made) for $140mo., but that was in 2001.
point is apts are available. both times though, I found the apts through local newpapers after my arrival. you should pay roughly the same amount depending on your proximity to the center.
Kazan is one of my favorite cities in Russia and has seen good growth in the last couple of years. It has a decent nightlife, and of course is full of beautiful women, both Russian and the Tatars (imagine a woman with jet black hair, porcelain skin and green eyes and you have an example of the Tatar look).
