Oksana wrote me that there have been very heavy rains and the dam on the river Enisei is in danger of failure.  Krasnoyarsk is down stream from the dam, pershaps 30 or 40 miles.  He is a news story:

Alexander Khloponin, Krasnoyarsk territory governor made an address with warning about flood threat.” Water level in the Krasnoyarsk and Sayano-Shushenskaya hydro electric power stations reservoirs is close to critical because of heavy rains, he says, - We have to keep water discharge at the highest level possible to stabilize power system condition”.






The governor emphasized that it is possible that water level in river Enisei shall increase as the result of unfavourable weather conditions. The coastal areas of Minusinsk, Shushensk, Berezovka territories as well as Divnogorsk, Ovsyanka village and Krasnoyarskare under threat of flooding. “I appeal to these territories residents to save their property that’s close to water and to take their cars and equipment away. I appeal to all parents to pay special attention to their children, they'd better be home by the evening”, Alexander Khloponin marked.






The special interdepartmental committee took control over the critical situation. Cordons have been put out in the most dangerous areas in Krasnoyarsk and other localities. People will be warned by the civil defence and emergency situation channels if a real threat takes place.

Does anyone have any further information about this condition?  I remember there was serious flood damage to parts of southern Russia and Ukraine a few years ago.  The Black Sea area was hit hard!
