Can you get a phone number from just a name and address?

Can anyone tell me if they can get a lady's phone number if I only have her address? This is for Ukraine and Russia. I asked some flower deliver services but they said they cannot get the woman's phone number even if they deliver to an address.

They can but to do that in offical way they should send offical request to local phone company ( and it costs some money)  There is also such data bases on black market on CDs and thet is some such resourses in Internet for some cities

The answer is yes,...sometimes.

If you have an address you can usually track down the phone number attached to that address.  As Elen eluded to there is a small charge to do this through the existing legal system. As well there are black market CD's, again as Elen eluded to.

I would say the information is usually about 50% correct. The phone number to that flat is correct but it's for the couple who bought the flat 1-2 years earlier, the phone number stayed with the flat. Sometimes the records and information is not up kept and a person who lived there 6 month or 1 year ago moved and took the phone number with them and so the information you have may indicate that phone number is at that flat, but it may not be at that flat any longer.

So with it being about 50-50, some guys will take the chance.
