Other Documents for US Customs?

My mother-in-law will be entering the U.S. with her grandson. For Russian officials they have to have a notarized letter stating that is her grandson and his parents allow him to leave the country, etc, etc.

Does my mother-in-law need to have this letter translated into english for US Customs officials or have any other sort of document connecting the two of them as proof for US officials?

Officially, I do not know.

Practically, it would be wise to have it done just in case they do ask for it.
