What is administrative processing for a visa? What does it mean and what are the reasons for it?

It means they intend to scrutinize the documentation they've accumulated more thoroughly, these may be documents provided by the petitioner, beneficiary, or law enforcement agencies (through their background checks). This is kind of a "catch all" phrase that has no set time limit regarding it's completion.

Reasons can include
*contradictory evidence (he says he made $50,000 last year but his tax return reflects reported income of $16,000)
*an IBIS or other name-check "hit" (his name or her's matches that of a known criminal or terrorist)
*a genuine criminal offense that falls into a category they consider "marginal" for either of them
*an unresolvable error (name and SS number don't match or name and passport number don't match - stuff like that)
*any other reason they deem fit, valid or invented

I presume that they run an administrative processing check on the I-134 form as well?

I think it may have something to do with the fact that there were several ways that her name could be spelled.  Perhaps it was just an additional FBI name check.  Like I said before, we never found out what the problem was, and I sent many emails asking about it.  You could try contacting your representatives in congress.

Sounds good. I think that being the fact of being in divorced status the guys over there probably want to check on maiden name, etc. etc.

Also original I-134 forms needed? or copies fine I guess...?

You can have tax returns  made up to read anything , you know .
I'm sure they don't use a 4506 form as in mortgage loans

Sure can, but the number you put on your immigrations forms better match the one on your tax forms because they DO check it.

Not always, could be an honest mistake or an improperly filled form, hence the additional check to be sure.
