Usually when they do that Jinx, the kids try to slip behind you and get their hands in your pocket.    I have had the same thing happen to me two times.   Once in Paris and once in Moscow.

Yes I have run across such fearsome beggars in Kiev and other European capitals though I can't remember they had strange facial features but you may well be right.
As for Romas in US well I don't have much knowledge of that but you can check this link:

Moldova is very popular with Germans.

And they have abolished all visa restrictions from this year.
