My wife and I are expecting our first child in July.  She would like to have her mother here to help her with the baby for the first few months.  Her mother lives in Kharkiv, Ukraine.

I have read a little on line at the US Embassy for the UKR website, but I still have questions.  What is the best procedure to follow to get the tourist visa?  Do I do anything on my end, or does the entire process take place on her mother's end in the UKR and with the embassy in Kiev?  How difficult is it for a person who only speaks Russian and has hardly ever used a computer before to apply for a visa?  Do you need a person who just knows how to use computers or does this person need good English skills too?  Should you schedule the interview appointment soon--we want her to come in June or July?  Are the interviews difficult or very personal?  How do you accomplish the ProCredit Bank/Smart Card for the application/interview fee payments?  What else do I need to know?

Any advice or experienced opinions would be appreciated.

Hi,congratulations and the best wishes to you and your wife.
You should post this topic at section about the visas. Ok,as I know, you need not a tourist visa but B1/B2. You have to make an invitation for her. Like this:
TO WHOM IT MAY CONCERN:

I would like to invite my mother-in-law, Anna С.........a. of 1-7 Gorky Street,
Kaliningrad, Russia 236029 to America for a 1-month visit in October. Her home phone number in Kaliningrad is: ///////////. We are afraid to purchase airline tickets and fix her itinerary until she has a visa to the US. But we would like to assure her and US officials that all her expenses, including air fare, will be covered by my wife and myself while she visits us in the United States. My wife, N........, is Mrs. C............a’s daugher, and our daughter, Anastasia, is Mrs. C..........a’s granddaughter. They have not seen each other in more than a year.

Anna C..........a has very strong ties to her home in Kaliningrad, Russia. These include her husband, her son and daughter-in-law, all her friends, and indeed her whole life. She is also proud to own her own home and a dacha in Kalningrad. She professes no interest in moving to the US, and we will make sure she returns home at the end of her vacation.

Sincerely,

. Embassy Kyiv

Dear Sir or Madam:

This letter is to introduce Ms. xxxx, and serves as an invitation letter to
invite Ms. xxxx to visit her family in the United States. Ms. xxxx is my wife's mother, my mother-in-law.
More than two years ago my wife, xxxxx xxxxx, came to the United States on a K1 visa to become my wife. Her son, xxxxxx, came with her. xxxxx and I
have been married now for two years. Both xxxxx and xxxxxx are conditional permanent residents and have green cards. Our family would very much like for Ms. xxxxxx to come and visit us in our home in Anytown, USA. I will bear all financial responsibility, and make certain that Ms. xxxxx does not overstay her visa. Enclosed is some documentation that I hope will help to verify the following: a) I am an American citizen; I make enough
money to be financially responsible; c) I am married to xxxxx; d) xxxxxx is
our son; e) xxxx is xxxxxx mother.
It would be impossible and unthinkable for Ms. xxxxxx to leave Ukraine
permanently, and she has no intention of doing so. xxxxxxx is leaving her
mother behind who needs her care. In addition, Ms. xxxxx has a very good
job as a chef with the school system in xxxxxx, Ukraine. Finally, Ms. xxxxx owns an apartment in xxxxx.
Enclosed please find copies of:
1. A copy of my latest pay stub. I have been employed there by since
September of 2000.
2. A copy of my birth certificate to help prove that I am an American
citizen.
3. A copy of our marriage certificate to prove that I am married to
xxxxxxx.
4. Copies of the green cards of xxxxxx and her son, xxxxxx.
5. Copies of the Birth Certificates of xxxxxxxxx and xxxxxxxxx.

Please feel free to call me with any questions.
Sincerely,
Mark xxxxxx

Make sure that you are document heavy on your application.

Hopefully there are lots of family members that depend on her back home and she is not a pensioner with a deceased husband.

The problems in your application are that in the past, new Russian grannies frequently became new Russian nannies, overstay their visas, wait in the US until their daughters become US citizens and then adjust status as immediate relatives.
