I was told the visa requirements may be lifted for Americans as it was for most of Europe. Any truth to this?

Unfortunately, no this will not be the case.  What was announced though is that there will be a waiver of fees.  You will still have to pay the 100.00 application fee, but not the separate visa fee  ie the additional 65.00 USD for a multiple entry visa.  This will be reciprocal.  Some US deputy secretary of state was in Kiev last week and announced this in regards to the United States intention.  This is scheduled to go into effect on June 13th.
