I think someone finally found the flaw in the original decree. I don't think it was intended for people to cross border for a day and then come back for another 90 days. I still have my multiple entry private visa in my passport from before this decree so less of an affect, but one must still register if staying more than 180 days if using this type of visa, from what I have read. It's actually easy to get a multiple entry private visa, if you want to pay the price.
