Before i travel to Ukraine, i would like to have that kind of contacts, so i could check any lady there, before i travel.

What part of Ukraine?  Finding an agency in Lviv might not do you a whole lot of good if you want them to check out someone in kharkov, for example.

After my first visit, I had my wife checked out by a detective agency.  She knew immediately what was up, was amused and flattered by my efforts, and we still laugh about the yellow bus that they tried to discreetly tail her in.

Why do you want to check ANY lady there before you travel?

If you're WMVM you could spend a lot of time checking many ladies that you don't even click with... or they don't click with you...

Yeah, Kuna, I do have to admit that my situation was pretty unique.  But the bottom line is that if my wife had been out to scam me, I was an easy mark and having her checked out probably wouldn't have made much of a difference.

Still, if it gives someone peace of mind to go this route, as long as you don't get caught, why not?  But don't expect my wife's reaction if she does find out about it.  You may just end up pissing off a wonderful woman.
