Well the intro shows a person who should be swamped with letters. Here you are, young and handsome and still getting rejected. Some might think well if he is so good why can’t he find a woman where he lives?
As others have pointed out your job will be confusing for the women, they will wonder what your prospects are?. I am not sure what you can do about this but maybe just list yourself working in the defence industry.
In your personality cons you have said that you are a very vain person, I certainly would not recommend this as being a part of an intro letter, if a girl writes the same in her intro I doubt you would like to start something with her.
You write that you spend your time watching cartoons and playing video games, well that does come across rather ‘young’ person' We all do this even when we are 40 but in an intro perhaps it does make one sound childish.
You write that you don’t drink, that is good and might attract some FSU women of a certain type but many would think that you have some religious obsession. Due to so many FSU men being excessive drinkers the women want to avoid foreign men who might go that way, but the majority of FSU women enjoy a drink now and then and might think that living with a teetotal may be boring.

In looking at the profile you posted here I can see why you are being rejected by so many.

Aside from the need to clean up the profile.  Spelling, usage, proper capitalizations, and grammar errors desperately need to be fixed; no one will believe someone is a chemical engineer if they can't even spell it.  Employment might be stated simply as: "U.S.Government; Engineer.  Currently on assignment in Japan".  I see no need to get super technical with descriptive passages in a profile, after all, the purpose of a profile is to catch someone's attention, not tell them your life history.  Absolutely get rid of any reference to video games and cartoons, that would be a huge turn-off to any woman looking for a husband.

I still think photos are the most important thing you send to a prospective g/f.  RWs like men in suits.  It's what they are used to at home, and there is some comfort level in seeing a man dressed in a fashion that she is used to seeing.

Clean up the profile and get some decent pictures and I think the rejection rate will go down dramatically.

The 'obsessive with job' sends out a signal that you will spend more time working as at home. Not good for a family oriented guy.

If you want a reaction, do not send out form letters but show that you read the profile of the woman by mentioning what attracted you.
Be personal.

you are at least semi-fluent in Russian.

write your profile ,and letters, in Russian!!!

On the other hand, if you are someone who is likely to spend more time at work, you need to think carefully as to whether you are going down the right route.  Integrating someone into a foreign country seems to take a lot of time and patience. She will likely rely on you a lot at the beginning and for some time - especially if she is not certain of the native language.

Agree strongly with the comment that you should reply with a letter showing you have read the lady's profile and reply in Russian.  Also, be wary of any negatives you put in, unless you really think the woman should know at that point (you can always bring them in when you've got to know her better).
