Really not that much on offer if you are restricting yourself to French and Italian restaurants.
Most of the good restaurants serve Ukrainian/Russian or Georgian food.
There are some reasonable Chinese, Sushi joints and American style places.
Several restaurants serve fusion cuisine. I am not sure how much you want to spend on a meal but restaurants are genrely expensive in Kiev.

Mir is correct when he says that restaurants are generally expensive in Kiev, especially in the center. Cheaper alternatives are the buffet or cafeteria style diners but you can rule out Italian or French cuisine in these cases. I ate at three places that could be described as Italian depending how loosely the definition is. I found the food to be acceptable in all three. I can only remember the name of one and that is Il Patio which shares the same building as T.G.I.F. One other is behind the Golden Gate, across the street from the cat statue. The third is more like a small pub and the prices are very reasonable. It is on Shevchenko blvd in the first block from the underground mall. It is just past the Mister Snack in a building that has a billiard hall. Enter the lobby and head to the left.

Here is a listing of many of Kiev's restaurants. Maybe you can find something.

By expensive I mean more than you pay for the same in Canada ... a good french restaurant is around 200$ per person with wine here. And yes, french or Italian is what I am looking for.

There is a decent Italian restaurant right next to TFI Fridays, It does not fit the catagory of expensive though but it is good italian food.

There is a French restaurant that fits your description.   Unfortunately I don't recall the name.   I have eaten there two times and it was quite good.  It is not in the center.  If the name pops back into my head I will post again but right now that does not look too likly and I mention it only to say that one exists.

There is a very good French Restaurant that meets your criteria. It is located about ten minutes walk from the Rus Hotel. It is on the same block with a very popular Ukrainian Restaurant (Pervik's) and close to an overpriced Japanese restaurant.
