Renew Latvian Passport or let it expire?

My stepson's Latvian passport expires this summer.  In November they discontinued accepting mailed renewals and now require physical presence in either Latvia or their embassy in Washington D.C.  Is there a need to renew the passport?  Can he just wait two years and apply for naturalization and avoid the renewal by doing this?  As long as he does not leave the country are there any problems with letting it expire?

Or is there someone out there that would like to donate 4 airline tickets and a place to stay for a few days so we can visit museums in D.C. and get his passport renewed while we are enjoying your hospitality?
