My wife has a bunch of packets which say to mix in "eetlepels water", what might this be in English?

eetlepels water - table sponns of water
kipfilet in blokjes gesneden - chicken fillet diced in squares

now we go to the German part:

gezuckerted tortenguss - sweetened cake icing

klar - clear

1.den inhalt des Beutels in 1 4 l Wasser oder verdunnten Fruchtsaft einruhren
1. mix the content of the pocket in 0.25l of water or fruit juice

2. Die Flussigkeit unter standigem Ruhren zum Kochen bringen und aufkochen lassen.
bring the liquid to boiling while mixing steadily, and let it boil
