It is just my opinion, but I think that it can. However, given Russia's history it will take time to develop alternatives that work.

I agree.  Russia nearly broke up into different pieces after 1991.  But we listened to Kissinger and other "realists" and kept Russia together.  Imagine what a world we would live if the evil empire truly shattered into a million pieces . . .
